我們如何應用宏觀經濟理論和應用經濟學來解決環(huán)境和疫情問題？政府在環(huán)境監(jiān)管和防疫中應該扮演什么角色？我們應該補貼低碳能源還是對化石能源征稅？環(huán)境和自然中的經濟學會分析很多這樣的問題。一位經濟學家將環(huán)境經濟學定義為“關注經濟對環(huán)境的影響、環(huán)境對經濟的重要性，以及調節(jié)經濟活動以實現(xiàn)環(huán)境、經濟和其他社會目標之間平衡的適當方式?！痹诨卮疬@一領域的上述問題時，本課程將探討廣泛的問題，項目內容包括“經濟行為與環(huán)境質量聯(lián)系；評估減少污染帶來的非市場效益，氣候變化政策和排放標準，稅收，可轉讓的排放許可證；危險廢棄物的具體問題；污染、健康問題與共有自然資源開發(fā)的關系；環(huán)境、資源分配和環(huán)境發(fā)展之間的聯(lián)系”。學生將在項目中借助ArcGIS和GeoDA等工具完成空間分析，研究經濟與健康問題（疫情和流行病）的關系，關注如何評估減少污染和疫情帶來的非市場效益，在項目結束時提交項目報告，進行成果展示。 How do we apply economic theory to solve environmental issues? What is and should be the role of government in environmental regulation? Should we subsidize low-carbon or tax fossil energy? Environmental and natural resource economics deal with these and many more questions. One economist defines environmental economics as “concerned with the impact of the economy on the environment, the significance of the environment to the economy, and the appropriate way of regulating economic activity so that balance is achieved among environmental, economic, and other social goals.” In answering the aforementioned questions in this field, a wide range of topics will be examined in this course including, ‘Links between economic behavior and environmental quality: valuation of non-market benefits of pollution abatement; climate change policy and emissions standards; taxes; and transferable discharge permits. Specific problems of hazardous waste; relationships between pollution and health, the exploitation of commonly owned natural resources; and the links between the environment, income distribution, and economic development.
