我們?nèi)绾螒?yīng)用經(jīng)濟(jì)理論來解決自然環(huán)境和疫情問題？政府在自然環(huán)境監(jiān)管和防疫中應(yīng)該扮演什么角色？我們應(yīng)該補(bǔ)貼低碳能源還是對(duì)化石能源征稅？環(huán)境和自然資源經(jīng)濟(jì)學(xué)會(huì)分析很多這樣的問題。一位經(jīng)濟(jì)學(xué)家將環(huán)境經(jīng)濟(jì)學(xué)定義為“關(guān)注經(jīng)濟(jì)對(duì)環(huán)境的影響、環(huán)境對(duì)經(jīng)濟(jì)的重要性，以及調(diào)節(jié)經(jīng)濟(jì)活動(dòng)以實(shí)現(xiàn)環(huán)境、經(jīng)濟(jì)和其他社會(huì)目標(biāo)之間平衡的適當(dāng)方式?！痹诨卮疬@一領(lǐng)域的上述問題時(shí)，本課程將探討廣泛的環(huán)境與經(jīng)濟(jì)交叉問題，項(xiàng)目?jī)?nèi)容包括“經(jīng)濟(jì)行為與環(huán)境質(zhì)量聯(lián)系；評(píng)估減少污染帶來的非市場(chǎng)效益，氣候變化政策和排放標(biāo)準(zhǔn)，稅收，可轉(zhuǎn)讓的排放許可證；危險(xiǎn)廢棄物的具體問題；污染、健康問題與共有自然資源開發(fā)的關(guān)系；環(huán)境、收入分配和環(huán)境發(fā)展之間的聯(lián)系”。學(xué)生將在項(xiàng)目中借助ArcGIS和GeoDA等地理工具完成空間分析，重點(diǎn)研究自然資源與經(jīng)濟(jì)發(fā)展問題的關(guān)系，關(guān)注如何評(píng)估減少污染帶來的非市場(chǎng)效益。 How do we apply economic theory to solve environmental issues? What is and should be the role of government in environmental regulation? Should we subsidize low-carbon or tax fossil energy? Environmental and natural resource economics deal with these and many more questions. One economist defines environmental economics as “concerned with the impact of the economy on the environment, the significance of the environment to the economy, and the appropriate way of regulating economic activity so that balance is achieved among environmental, economic, and other social goals.” In answering the aforementioned questions in this field, a wide range of topics will be examined in this course including, ‘Links between economic behavior and environmental quality: valuation of non-market benefits of pollution abatement; climate change policy and emissions standards; taxes; and transferable discharge permits. Specific problems of hazardous waste; relationships between pollution and health, the exploitation of commonly owned natural resources; and the links between the environment, income distribution, and economic development.’
